Personly, I agree and disagree with this statement. I believe that everyone has an opinion and everyone has the right for their view to be seen unless it is rude or offensive.
One reason I believe this is anyone canhave an opinion and think what they like and enen if it is crazy and insane , their voice should still be heard because someone could change that person's mind into somthing achievable or kind.
A second reason I believe this is the only time when someone's voice should not be heard is if they are being rude or offensive in anyway intentionally. If they are saying somthing that they shouldn't be saying but they don't realise that it is rude, they should be told that they can't say that so that they will never say it again.
For example, in Myanmar, the Rohynja people are not getting a say in what's going on and changing in their country and lives. This shows that every perspective is important because the Rohynja's don't get a say in, basicly, life when they really should.
But, on the other hand, the Myanmar milletery are getting too much say and power in what the is doing and are getting carried away with power. This shows that every perspective is not important because if you get too carried away with an opinion , you can get rude and offensive.
