What could Britain have done differently to prevent the situation we are seeing now?

In 1997, before Hong Kong had been handed over, what could we have done differently to prevent this situation?

We could have refused to give it back, but that would have left a high risk of China (and its massive army) upping the anti and brought force into the mix, and that would could have seen Britain trying to fight a battle we had no hope of winning, probably just making matters worse for ourselves.

We could have just given them Hong Kong over straight away (without the fifty year period of being in the middle), but that would have just sped up all the problems that we're only seeing the beginning of now!

Maybe we could have done something different to begin with, but could we really have predicted what was to come?
